Do you think dumbasses that wear full covered masks while driving should be pulled over and ticketed?

I went to the store to get a keg for tonight and I saw several people in full masks driving, clearly they are a hazard to other drivers out there. For example this big sasquach looking thing, was almost as big as a full grown grizzly's bears head, i though how could you even walk with that thing. Do you think dumbasses that wear full covered masks while driving should be pulled over and ticketed?
